Enable Nginx web server in seconorth images, a recipe for which is provided by meta-webserver layer.

nginx: make 1.21.1 version of the package to be chosen by default during build

During Kirkstone 4.0.3 era, 1.21.1 was the mainline version, so it should contain all new features from 1.20.1 version which was "stable" and was used out of box.
