[D23][CONFIGS] Update video setting for seco_config

Update the video settings options for the seco_config tool to align with supported video outputs: HDMI is always integrated and the fdt overlay file is not needed LVDS 7 inch 1024x600 LCD panel support added with an fdt overlay file.
