[D23] Series of commits that add the board support

Main changes:

• Add board device tree configuration
• Enable HDMI output with TDA19988
• Add overlay file for LVDS 7 inch 1024x600 LCD panel
• Enable drivers missing in defconfig
• Fix deadlock on probing SCMI
