[DRIVER] add SECO-version of PCA9450 driver

Dietmar Muscholik requested to merge seco_lf-6.6.23-2.0.0_e39-dev_pmic into seco_lf-6.6.23-2.0.0_e39-dev

The original version of NXP failes to probe if no interrupt is configured. But on some modules the interrupt-line of the PMIC is not connected. Furthermore the interrupt handler does not do anything usefull. In the SECO-version the interrupt is optional.
